There are a lot of sites that have “stand-alone” documents in HTML that do not have the standard navigation of their “parent site”, but are also not a PDF.

Does anyone know if there has been any discussion on this?

They seem to convey to the user a “finished product” and this is important. But, is this the best/standard way to do it?
